Yes in theory you could ask for a custom offer - not a tip (I don't know if it's worth checking with CS). In one of your gigs you've got "unlimited revisions" on every package. Having that will likely encourage some people to keep asking for revisions even after the order is complete. You could edit the gig so that the maximum revisions is more like 5 so it's less likely to happen again (eg. so you only give free revisions up to the 5 or whatever max in future). Did you completed the work as per given instruction? Though it's completed automatically based on your service category, you can provide support with revisions to maintain a good relationship. Also if you think the way he is asking for revisions (probably number of new concepts), you can ask him to adjust the budget and send a new custom offer to do that.
