Fiverr is an international platform, and buyer requests come from all over the world usually.

And Time is not same for all countries, so it's dynamic.

 

If you think of US buyers then mostly 8pm to 4am according to your time gets high traffic from US I believe. But it doesn't mean all will go with buyer requests, (usually only few comes to buyer request)

Also keep in mind that, a new seller (without any level yet) can see those buyer request only where 10 new seller didn't send the offer yet.
It means when in a request total 10 new seller already sent offer, that request will not be showing to any other new seller.
So Stay active, check with a time interval.

And please do not use any extension for auto refresh and buyer notification request. So many faces trouble because of these as fiverr don't support or discourage this.
