for example, i wanted to purchase voice over product and i want to upload it to youtube AND soundcloud.

do i also need to purchase 2 commercial rights license from seller or only 1?

Usually it’s only one however you need to reach out to your seller and check Yerma of his gig, usually if they require separate rights for each platform they will write that in their gig description, FAQs or on the gig extra
