Fiverr- Upwork account creation scam.

I got a request asking to help a development workshop interview clients. It seemed legit until I mentioned I am not a JavaScript expert so I will not be a good match.  The buyer then mentioned another task where I would create an Upwork account and he will access it via a PC he will purchase and mail to me. At this point alarm bells started going off in my head.  I wanted to know how common this particular type of scam is.
