You haven't created any gig to get works. Create gig first then you might get works.

How/where do we send a buyer's request? Sorry if it's a silly question, I'm new at this.

Find low competitive keyword and highlight them 4-5 times in the description
Do gig marketing by sharing your gigs in different platforms
Send some quality proposals with your work samples
This is the way to manage to get orders from buyers. After you complete an order, your gig will automatically get ranked

Go to "Switch to Selling" option. Then click on "more" option. You will see "buyer request" option will appear as pop-up. From there you can send proposals
