I am not aware of any "refundable insurance fee" here on Fiverr.

It's basically a fee that you give the client before they offer you work

No self-respecting buyer can ever ask you for refundable insurance fee.

I used to see this on facebook and other platforms that freelancers need to pay a small fee to be given a project.

Don't do that.
