I have not seen anywhere that it is forbidden to do so. I do it when the proposals are not clear and information is missing in case the buyer wants to contact me and delve into the details so that you can adjust the budget to what the client really needs.

Yes, you can add your fiverr link with your buyer request. Although it is no so much important to add your fiverr link witrh buyer request, if a buyer choose you through your application then he will definately click on your gig link.
