Fake buyer request from sellers

Hello everyone!
I have a question about fake buyer request. I have seeing a lot of seller placing Fake request, everyday. Who are never going to order.
I just want to know does this make any sense !? I mean any benefit in return !?
And if I Report against the seller, what will be the action for it !?

I'm also curious about this. Why they did this? And you can easily identify them by their BR style. In the end they always said "give me message in my inbox directly with portfolio" 

Maybe by this they want to lower their response rate. I think so.
