I have a question can anyone address please?

Can I use my seller account for posting buyer's request? Is it okay to do this in case if I need some tasks from other sellers?

Will it cause CS violation and account ban / restriction?

Yes, Fiverr offer us selling and buying both. you can buy gig and also sell gig there is no issues. I think it's clear to you

If you need some work done then of course you can post buyer request. Just make it clear that you need work to be done for you. 
It’s not allowed only to promote your services through BRs
