As there is rule that one can not sale likes or followers for Facebook. So I want to know that as some sellers offer to create new Facebook pages and also to set up already created Facebook pages or groups and it is allowed by Fiverr. Can a seller also sell an already created Facebook page to buyer on Fiverr or it is not allowed?

Facebook allows it, so Fiverr allows it, too. It's perfectly fine to hire someone to set up a page for your business if you don't know how to do it yourself, or to create a page for your business.

That one is strictly forbidden by Facebook, and Fiverr doesn't allow sellers to violate the terms of service of other sites. To be honest, I'm surprised that someone who calls himself a "Facebook Specialist" doesn't know what is and what isn't allowed on Facebook. Perhaps you should learn Facebook's rules before offering services related to it?

I am well familiar with Facebook rules and I did not asked for Facebook. I asked for Fiverr.

So her advice still stands: if what you are wanting to do is NOT ALLOWED or against Facebook rules, then, it would also be against Fiverr TOS. I think you may be wanting to split hairs here so you can do something that is not allowed.

Services that Infringe third parties’ Terms Of Service

We do not allow the infringement of third parties’ terms of service on Fiverr. As a valued member of the Fiverr community, we ask you to respect the broader Internet community and refrain from such violations in your Gig offerings. Gigs that will be flagged for violations of third parties terms of service will be removed from the marketplace.

Do not post, offer, or ask for services that infringe third parties’ terms of service.

The above is from the Community Standards under Prohibited Services.

If you really are familiar with Facebook rules, then you know that trying to sell a group or a page would break those rules (well, technically speaking, you might be allowed to sell them, but only if you get Facebook's official written permission for each and every group or page you want to sell, and the chances of Facebook even responding to such a request are small), plus you're familiar with all the troubles that both the buyer and the seller of such a service can get into (deleted page/group, banned personal accounts of both the buyer and the seller, being forbidden to open a new personal account).

And, as was already pointed out, if something is against Facebook's rules, it's automatically against Fiverr's rules, as well, so if you try to offer such a service, you might find yourself permanently banned from Fiverr.
