There seems to be some correlation with seller level. ie. higher level gigs seem more likely to be on the 1st page. Though some of it might be due to something else (eg. higher levels having had more orders and (good) reviews). Also the higher levels seem to increase the chance of the Fiverr’s choice badge and gigs with that get shown higher in the search rank.

If you look at the Fiverr 3.0 thread I think it’s suggested there that the private reviews are worth more than the public reviews.
