You may report a buyer to Fiverr Customer Support. They will take action if it’s appropriate. Whether the user is banned depends on the infraction and the user’s history.

You can report any user you wish, but that doesn’t mean Fiverr will ban them for sure. Fiverr does a full review of a user behavior before issuing a ban. Unless a user break any terms of service, they wouldn’t be banned regardless of the reports that user received from other users.
