Not exactly. However, Pakistan’s Government is focusing on promoting freelancing amongst its citizens to increase remittance, improve the economy, reduce unemployment, encourage females (especially from rural areas) to learn skills and join the economy.

It is currently providing three government-led mentorship programmes that teach different skills for freelancing. Moreover, it has wavered off tax for the next few years to promote it as a career as well.

There are private mentorship programmes as well.

You may have intended this as a joke, but yes the Pakistani Government has joined hands with Coursera to provide (some) subsidised courses. Once the students complete the course, they receive a stipend.
