I am new on Fiverr. one buyer was discussed with me about the project. Everything was good. the buyer told me to send him a custom offer. I sent him a custom offer. After a few minutes later I see this message.

Is the buyer block me or has Fiverr do it??

Unknown. It could just as easily be that they were banned.

To try and see if they blocked you or were banned you could view their account profile with a logged out browser and see if it exists or whether it says something like it’s no longer available.
