Poor/non delivery,what do I do?

Made my most expensive fiverr order and I dont know what to do
in his demo he sounds like he can sing
he sent me something that sounds like a joke,nothing like the demo
He hasnt actually sent me the file,just a low quality sample of it
I asked him to fix the problem and he didnt do it
So im out of pocket and he hasnt even sent the file-not that I want it as it was poor
What do I do?
