Why can't I promote my GIG on Fiverr?

Welcome, Fiverr community!

I was the new “Promotion Gigs” area since I got level 1 and I realized I couldn’t promote my best gig, which has about 18 reviews / feedbacks, but I can promote the other one which only had about 5 reviews.
Why is this happening? I would also like to be able to promote both so that I can get more customers.
