Somebody reported my account and it is being restricted now. I was about to be promoted to level one on 15th of this month…

is there something can I do to recover my account?

Once you are banned from Fiverr you cannot make another account because that is against Fiverr’s TOS.

You can contact customer support and ask what the problem is. Just because someone reported you, Fiverr will not restrict your account unless there is a good reason to do so. Also, they usually give few warnings too., before placing a permanent restriction.

Fiverr will have written to you to inform you of the problem. What did they tell you?

You will have to wait to see if Fiverr will release your account. There is nothing you can do to influence this.

Your Fiverr account won’t get restricted as soon as someone reported it. There should be TOS violations. You can contact Fiverr customer support if there something wrong.
