I’m not sure whether you’re a seller or a buyer but if you think you’ve been restricted for something you didn’t do then you can contact support.

Usually when your account becomes restricted, Fiverr will send you an email regarding all the details of your restriction.

I would suggest reading that email (and the TOS) for more info on your restriction.
