Are you trying to post the services you offer in Buyer’s Request or are you trying to hire another seller to do work for you?

If you are trying to use the Buyer’s Request section to write an ad of what you offer, then NO you cannot do this and it violates the TOS. Your account could get a warning for abusing the Buyer’s Request section of the site. I think since your request was not approved and you got a warning, it may be that you are trying to advertise yourself in this section of the site and that is no-no.
