Other fiverr buyer asking me to do a job they offer

I got a message from another fiverr buyer who wants me to assist them with their social media. Before working with anyone I always take a look at their reviews and profile. As I was looking through their profile I noticed that they offer the same service that I do and they want me to manage their social media for them. I also noticed they had a bad review from previous gigs. Is it normal for a fiverr buyer to message another buyer and ask them to do a job they offer?
