Sending proposals to Buyer Requests

Hello!
I have a question regarding BR, afterI send my proposal to BR and refresh my page then I see that BR has been paused/ stopped by a Buyer. My Question is that my proposal to BR will reach to that buyer who have already paused his request?

It likely means they’ve already filled the job, so they wouldn’t be open to hiring another person anyway.
