Contacting CS after disabled account

Is there any possible way to contact with fiverr to explain my situation (every page i try to access it asks to log in and then comes error that account is disabled). Is there even any change to restore disabled account?
So I messed up, I had customer who wanted i return his item back (i made video for him) and I told that additional to shipping/handling fees he needs to pay also extra 20% fiverr fees. I told he could pay with ppal to avoid those fees, there would be $0 for me. We already finish his project in fiverr and he had small budget (that’s why i suggested it).

Permanently Disabled - means the account was disabled and will not be restored. When this happens, the customer cannot log into the account at all, and the reason it was disabled was due to a serious violation of our Terms of Service.

Sellers with funds available for withdrawal will need to wait 90 days to withdraw, as described in our Terms. Once the 90 days are over, these sellers will receive an automatic email that will allow them 7 days to withdraw the funds.
