Transfer of funds leftover from buying services

HI! its zeeMall. I have 27 dollars at my account which left after buying services (the buyer canceled the order and I get my money back) and now that balance cannot transfer to my Payoneer PayPal showing note that they are your personal balance and can only be used for buying services. so kindly tell me is there any way for paying out this balance, I have some earnings which only can transfer but that 27 which is left from the buying services. thanks

Pretty sure you can’t transfer that anywhere. It’s there for you to use for buying other services.
