Depends if that other seller can do the job. If the other seller takes on the job but can’t do it, it will reflect poorly on you for recommending them.

Don’t think so, but if you’re unsure, you can just give the username and they can type fiverr.com/username into the browser themselves.

Is that a question? And if it is, I’m not sure I understand. Are you asking if you can use a short-url? If so, then NO. Short urls like bit-ly are not permitted.
