Tips are basically instantaneous, buyers either put them in or they don’t and you receive the notification when they do. I wouldn’t recommend messaging him about it, I have to say I’m not sure what to do in this situation but contacting him about it, to me, seems out of the question.

He contacted me instead and said that he is unable to send me that amount of a tip, because there is a limitation or something like this. Woaw, I have never seen a buyer so determined to leave a tip.

Why don’t you ask by twisting the thing ?
Ask, " I am glad you like the work, Did you send me any TIP ? I am sorry I didn’t receive anything may be its fiverr BUG ?"
Why don’t you send him offer if he is willing to pay that for your service ?
