I am new in fiver. Can you give me any source from where I can know about the rules of fiver? More importantly, can I share my personal portfolio website link or other designed website link in gig details or buyer requests?

Suggest you read the Terms of Service at the bottom of the Fiverr main page for the rules as to how Fiverr works.

Everything is explained there in great detail.
