Can anybody post a request as buyer whatever they want?

Several time I become disappointed to see some buyer requests. I think that should not allow on Fiverr. See below example.

Another interesting thing is many people are applying to the job.

This is an example out many of them.
I can not apply most of the the jobs within my expertise area. They declare that Budget is fixed and only $5 for big projects. Also declare that " No need to apply if not agree with $5".

In this topic I want to say that this buyer (above picture) has posted a job request illegal purpose ( want to do spamming).
Fiverr also approved this job.

1. I think this kinds of buyer also spamming on Fiverr. I think Fiverr should ban them. What do you think about it?
2. I think Fiverr should warn the sellers who applied those kinds of jobs. What do you think about it?

Another type of request completely annoying, these beginning by “could you please make me a website like …”. and a website address of a blogpost in India.
Seems to be write only to have views and/or SEO links.

There´s approval process for every Buyer Request on Fiverr side.

It seems this one passed through and it is a mistake on Fiverr side imo.
