Buyer against fiverr TOS

Hello,
Today a buyer knocked me by telling… “How much you charge to review and prepare a summary policy for my above email.”
I told him my service charge. Then he told me to send an email to his given email address to check.
I strictly told him, “Sorry… It is forbidden by fiverr TOS. I can’t go against fiverr Terms of service.”

This type of buyer harass a lot. Was I right?
