Scam of web developer on fiverr

Hi everyone, I am in need of a web developer to create a website that includes a learning management system, blog, checkout page, and sales funnel. I have recently checked out a freelancer by the name of ********* and when I cross referenced his past work by emailing the owner of the website he gave me, they mentioned that they have no idea who this guy is. How does fiverr ensure the reliability and trustworthiness of its freelancers?

Did you ask the seller why is he showing it in his portfolio even though he has not sold that site.
