Can response time impacts on ratings

My rating is now 4.3 and my response time is 3 hours, I complete learn from fiverr course but my rating is remain same and it’s not increased to 4.7 and due to it , I not receive any new offer to buyer request

Then you will have to either wait 60 days for the low review(s) to drop off of your current analytics, or find another source for your orders. If you have a low rating, you are not allowed to access the buyer request section. Taking courses on Fiverr does not raise your seller rating.
