Fiverr has some evaluation period for the newcomers and likewise for level improvements. during this period you have to learn about the Fiverr platform. which needs reading help topics and so on. If you replay after 24 hours, it will not be count. Just your response rate and response time will go down.According to your description , you have blocked someone ( without replay).That meansYou have not replay for one message within 24 hours ( and you will can never replay it). So your response rate go down for one message. (There is no option to counting a blocking rate)If you block some one after replay, response rate will not go down.So it is not a Bug.
