Client Can't place an order. What could be the problem

I have a client who asked me to give him a custom offer following the first one I have given him.
I created the offer but he keeps on complaining that he could place an order.
Please where could the faults come from? is from my gig or from the client. I have completed the first custom offer I gave him which is yet to be marked complete

Hey, I had similar case a few months back, hence its not fault of Fiverr as some of the buyers do this to avoid placing order, please read similar topic here

No, I am about doing business with this buyer for the 1st time.

He sent another account he created asking me to contact him through that.

But there is no way I can locate the account. He did send the link.

According to him, he has much order to place
