I wonder where in the ToS it says that you can’t delete your old account and create a new? As I understand it, you’re not allowed to have two accounts at the same time. I don’t have the time to double check the ToS right now, but after a quick Google search I came across this, from the Fiverr help center. I assume the content in their own help center won’t tell users to do anything that’s against their ToS.
