Is it okay to send follow up messages to clients who sent you message but awarded order to someone else.
Follow up to check out if there is any project they may offer to you?

Stop spamming people immediately,and hope that nobody reports you.

You should not as a freelancer and you can’t as on fiverr.
Make a habit to give a hint of your interest in future work with client when you submit your project with thank you note. If your work is good the client will never ask any other freelancer and will always contact you first.That way you are not violating rules and making that client future ready.

Messaging them makes a client feel that you are workless or something. And yes never be cheezy while communicating with a client. Be a professional. If stucked somewhere while communicating answer something that makes you feel good as if you were the client.
