I want to link a family member’s PayPal account to withdraw money, I contacted Fiverr CS and they replied that they do not recommend using someone else’s PayPal account.
Anyone tried to link a family member account before and what are your thoughts?

Use Payoneer, in that case - it seems to be available everywhere …
