I would almost certainly bet that the time period is set at 2 wks because that is the arrangement they have reached with PayPal or some other sort of payment processor regarding the limit of their liability for chargebacks and whatnot.

By simply holding all the funds until then, they are able to avoid implementing an additional, expensive layer of payment processing security and chargeback mediation service over their operations in general, likely saving them a significant amount of $.
