Serious problem in buyer request

Hey Guys,
I need your solution to one thing.
when I receive a buyer request I read it carefully & send the proposal. but in few second buyer received hundreds of proposal, How is it possible? why people spamming the buyer request with a common templet. is there any solution for that.
