1. Categories & sub-categories that your Gigs are in
2. Keywords that you used in your Gigs
3. And, skills mentioned in your profile

No, I don’t think so.

When you reload the page matters, especially for unleveled sellers, but most likely not your timezone (except for the fact that, depending on the timezone, some requests might only show outside the hours you could normally check).

So try reloading the page quite a few times a day if you’re not getting any/any you can send offers to.
