No project since last 53 offers

Dear senior fellows
After greetings!!
I need your suggestions. In the last few days I have sent many offers to respond buyer requests. From the last 53 offers I got no response. My questions:

1. Is there any problem if I copy my own format to send an offer?
   I edit a little when sending an offer. This is my own written. not copied from others. But I’m repeating my own written offer to many buyers.
2. What should be in a standard offer?
