Level 1 not making sales

I have heard a lot of people complain that their level Ed accounts are not making sales (receiving orders) consistently but I had thought and though of what to do but I ran out of thoughts.

So I had to throw the question here.
What can someone in this type of situation do to be able to make orders?

I understand this but what about a leveled seer that could not make sales?
