Need guidance about a certain order

Hi fiver community.
Some buyer came and placed the order. I got the notification today. It said order is created but your order has not started yet because we are waiting for the buyer to submit your requirements. Now it’s been 3 hours. Buyer is offline… Is it a normal thing? Or should I be concerned? Does this mean I have the project now or not?
P. S I want this order… Just want to know whether the order is confirmed or will it be when he gives me the requirements?

You have to wait till the buyer submit the requirements for the job before you can start the job, you can message and tell the buyer to submit the job the requirement and instructions on what to do with the job.
