Fiver has a great help page where you read all help info for sellers or even better you can find free course on fiverr learn on how to be a great seller. They explain it there in great detail how fiverr works

The packages are relative to each other. There’s no absolute standard enforced by Fiverr. A premium package should offer a better quality product, or more of that product, than the other two packages.

An example of typical packages for an illustrator:

Basic: I will draw a simple black-and-white cartoon

Standard: I will draw a detailed black-and-white cartoon

Premium: I will draw a detailed cartoon with colour
