I am not able to send a buyer’s requests because my rating is below 90%. and not getting any orders from the last 1 month. can anyone tell when i will be able to send buyer’s requests? my all gigs are going down.

You can send requests when you get your rating back up. Since you cannot utilize the site’s buyer request tool, you will have to find a way to market your Gigs on your own to gain traffic.
