How do I make offers?

HELLO,
I’ve been on the platform for quite a while but haven’t really got the hang of it yet. I find it very difficult to get gigs. Someone suggested that I make offers but when I go to the Buyer Requests page, nothing shows up. I’d love to be able to make the 10 offers a day that we are allowed but I see no requests.
Am I doing something wrong? How do I get the requests to show up?
