Couldn't Send Offer For Buyer's Request

I was trying to send an offer for a buyer’s request just a while ago and Everytime I click the “send offer” button, I’m asked to contact CS. Meanwhile, I sent an offer successfully for another job. What could be the issue? Someone should please advise

I do get same message but try log out from your app and login again, if it persisted.
Sometimes, I think the buyer request has reached it’s limit of seller’s bidding for the job.
