What's better to start ? Mobile app or Website

I am going to start up new online business and my idea can be started with a mobile app or a website. Since my budget is not that high for the beginning so, I am confused about starting an app first or better to do a website then to convert it to an app.

Go for a website then later you convert it to mobile app. Or you can find that there are sellers can provide you both the services.
