He’s asking you to accept the offer/create an order before he starts work on it.
Have you created an order with him? Work is only supposed to be started after an order is made.

The message which you say says they do not want to receive messages says no such thing. It states that they may not reply because it is night and they are offline.

It also sounds like you do not have an order here. I’d also suggest that any order placed with a seller who communicates in text-speak and a buyer who communicates in text-speak, is never going to work well.
