Can I link my Payoneer account that I withdrew money from my previously banned Fiverr account to the new Fiverr account that I’m recently using???

Did you ask permission from Fiverr to open this new account? If not, it too could be banned. You cannot have multiple accounts.

That means that you can not keep using second account you created. I don’t know what you are hoping for and maybe you’ll even manage to withdraw your balance but fiverr will block your second account.
