To have rating, you need to sell and deliver orders. To sell and deliver orders, you need to have buyers. To have buyers, sell, deliver orders and get rated, well, you will need to do as per @jonbaas’s advice.

You can get ratings after completing orders but by promoting your gig you can get a good threshold of views and impressions which is a positive impact to your gig.
