That is against Fiverr’s rules. You broke TOS. Did you have any other warnings? I have heard that after the third warning your account can be shut down. However, if what you did is bad enough it can be closed on the first offense.

Fiverr wanted you to verify your account and you couldn’t that’s why your account was restricted. The only option you have is to contact support. They will guide you through.
